Looking for my father please

Iam a female Ugandan aged 25 and have never seen my father since i was born.
My Mother whow as a police woman with the uganda railways cooperation in 1990s died when i was young and she never showed me my Dad, but i heard my Dad was a Soldier called Rusoke Twinomukisa am not evrys ure of the last naem but what i know he was called Rusoke and a soldier please if anyone knows his where abouts please let me know coz i badly need to see him.Thank you
