im 14 and never seen my biological dad that i remember

Hi. I'm 14 years old. My 11 yr. old sister and I have never seen our biological father before,well that we can remember.
According to my mom the last time we saw him I was like 3-ish and my sister was between a couple months old to almost a yr. old. My mom says that she doesnt trust him with us alone apperently according to her he hit my older sister when i was really little, because of something i did. I never really quite understood why. All i want to do is contact him some way with out my mom finding out. Because if she found out she might be really mad at me and i dont want tht to happen. So if u can help me his name is Shane Eric Tolley. He is around the age of 39 and i think he has lived in Melbourne,Fl Virginia Beach and Illinois. But that was all i could find out without it costing me alot of money
Please Help me find him. Ever since elementary school all of the other girls were always talking about how much cooler one dad was from the others and i kind of always felt left out because as you know i don't know my dad sooo please please help me
