Trying to find my Dad

My father's name is Ian Edward Dowling. I was borned & raised in Harlow, Essex, England & my father lived there off Parsonage Leys in the block of flats. My father was dating Shelia Reeves (for the past 11 yrs) w/ her two daughters, Emma & Claire Reeves (both should be around 21-23 now in 2004 & married now). My father is in his upper 40's. I have not spoken to him nor can I locate him (though I have been trying alot!!!) in over three years. I live in America & have been living here since I was 14. I am now 23. If anyone may know of him, please contact me.
