Trying to find Chelsea

I am trying to help my boyfriend find his daughter. Chelsea Blair Ellis (before mother remarried). He was very young and angry when he made the choice to give her up and now years later he regrets it. He knows what he agreed to and will not contact her until she 18 he just wants to know where she is. South Carolina is the last place he knows of and her mothers name is Joy. she is 13 now.
