Acabo de regresar del Cusco. Fui a la municipalidad para obtener la partida de nacimiento de mi padre Luis Arteta Rivera. Me dijieron que no tenian a nadie de ese nombre. Me dijieron que tratara de obtener su partida de bautismo. Tampoco tenian su partida de bautismo en la parroquia de registros. Cual es la razon por la cual no puedo obtener esas partidas? Mi padre nacio en el Cusco en 1915. Su carnet electoral y militar indican que el nacio en el Cusco.
