Need Help to Find Mother's Birth Certificate

I need help on how to obtain a birth certificate from Mexico for my mother. She was adopted the day she was born by the mid wife who then died when my mother was three. We beleive we know her birth name plus another. One is the mid wifes and one is her real fathers. Yet we don't know which is what but one will be on the certificate. I just want to be able too contact someone that can help me find her birth certificate.
