find out how to get into the tribe

My brother has put his and my mothers request in to try to get into the tribe. As of yet we have heard nothing. I am half yaqui indian. My mother is full blooded. I was wondering if I should also get the paperwork to fill out to submit to the concuil, or wait to see if my mother and brother are accepted to the tribe first. I was wondering if someone would be able to lead me in the right direction to what to do concerning this issue. Whether to wait or to also get the paperwork to fill out for myself and son.
