desacrating graves

I built my first country home 20 years ago in Rutherford county, Tenn. I built on top of an orignal colonal home. On the property is a family grave site.(Bennett Cemetary) About 10 years ago, I spoke with Mr. Bennett whose grandmother is buried there and also lived in the old house when it burned down around 1930. Most of the gravestones are marked, except those of some smaller stones with no markings. Those are assumed to be those of slaves that had worked for the Bennett's. Mr. Bennett also told me that the property had been mostly cotton fields. I sold the property that surrounds this site a year ago. Upon a recent visit with the new owner-He said that he was going to REMOVE THE HEADSTONES FROM THERE ORIGINAL SPOTS! I ADVISED HIM THAT IT WAS ILLEGAL. He said he would do what he wants. HELP-HELP I have called county and state authorties, and at present no one has done anything, stating that until he does move the headstones, that he has done nothing against the law.
