Wilson Locke, recognized by his peers as ``direct and tough, 2 CONT but fair'' during his 26 years as a justice of the peace and Municipal Court 2 CONT judge in San Pablo, died at the Veterans Hospital here yesterday morning after 2 CONT a brief illness. He was 73. 2 CONT A native of Stockton [Missouri], Locke was a graduate of Richmond High 2 CONT School and St. Mary's College. He was elected justice of the peace of 2 CONT Township 10 in 1946. 2 CONT Two years later, he passed the bar examination after attending night 2 CONT classes at the San Francisco Law School. Locke learned the results of the 2 CONT exam in a veteran's hospital [in Livermore, CA], where he was being treated 2 CONT for tuberculosis. 2 CONT In 1952, Locke was named police court judge for San Pablo. He became the 2 CONT city's first municipal judge in 1957. 2 CONT He retired in 1972 and began a life of travel, playing golf and working for 2 CONT a retirement fund for attorneys throughout the state. 2 CONT Locke was a U.S. Army veteran of World War II; a member of the California 2 CONT Judges Association; founder of Post No. 6421 VFW, San Pablo; and member of the 2 CONT American Legion, Post 701, San Pablo, the Peace Officers Association of Contra 2 CONT Costa County; the Alumni Association of St. Mary's College; San Pablo Lodge 2 CONT 754 F&AM; Scottish Rite Bodies and Aahmes Temple; and the Richmond Elks 2 CONT Lodge. 2 CONT The judge is survived by his wife, Pauline Locke of El Sobrante; a daughter 2 CONT Janice Penberthy of Oakland; two sons; Wilson R. While living there he 2 CONT married Gorda Hembree, May 14, 1917. 2 CONT He is survived by his loving wife, Gorda, one sister, Myrtle Bryant of 2 CONT Stockton and one brother, Jerome Locke, of Richmond, Calif., several nieces 2 CONT and nephews and a host of friends. 2 CONT He was the eldest of five children and had thirteen older half-sisters and 2 CONT half-brothers who have preceded him in death. 2 CONT He was always active in politics and served as deputy sheriff of Cedar 2 CONT County two terms. He was a kind and loving husband and brother. He was a 2 CONT friend to all; always doing kind deeds, deeds that others never knew about 2 CONT except those whom he helped. He helped many a wayward boy although he never 2 CONT had any children of his won and always loved his nieces and nephews. He was 2 CONT always jolly and joking and seeing the bright side of life, never telling his 2 CONT own troubles or how he felt to others. 2 CONT He was a farmer and stockman, having lived 46 years on the same farm 2 CONT northwest of Stockton. He retired in 1962 and he and his wife moved to 2 CONT Stockton. The Locke's celebrated their golden wedding anniversary May 12, 2 CONT 1967. 2 CONT He led a very active life, walking to town every day until he was stricken 2 CONT with illness. Simmons April 1983 2 CONT I will start with the Simmons first, my Father was born May 6, 1862, as you 2 CONT know that was during the Civil War. He passed away in 1938. My Mother, Ella 2 CONT Crabtree, was born in 1861 and passed away in 1941. My Grandmother, my 2 CONT Father's mother, was Martha Butner Simmons and was born in 1840. She 2 CONT married a Captain James Simmons, who was killed in the Civil War on the Union 2 CONT Army side. They lived near Stockton, Missouri and had two sons, Tom Bent and 2 CONT two years later, my father, James Grant Simmons. They of course being boys, 2 CONT and so forth didn't take kindly to a step-father when my Grandmother, Martha 2 CONT Simmons married again. She married a Dr. Sampsel. They had quite a family 2 CONT after that, but we never knew of them very much. Some of them moved, they did 2 CONT not linger around Stockton. Some of them went to Oregon as they grew up, so 2 CONT we never heard much of the Sampsel side of the family. 2 CONT When my father was fourteen years old, and his brother was sixteen years 2 CONT old, they decided to come to California. By one way or another they got hold 2 CONT of a couple of horses, and started riding to California. They got out into 2 CONT Kansas, which was the next state west of Missouri. My Father's brother, Tom 2 CONT Bent, got cold feet and he decided it would be a pretty rough journey so he 2 CONT turned around and went back to Missouri. My Father continued on, to the 2 CONT Southern part of the United States and finally out to California. He went 2 CONT down through Arizona, Mexico and picked up quite a few Spanish words. He 2 CONT remembered these for many, many years. But, after he was in California for 2 CONT a few years, he returned to Stockton and married my Mother, Ella Crabtree. 2 CONT My Mother's Father was Mason Crabtree. He was struck with gold fever and 2 CONT went to California. He was never heard from again, we don't know if he was 2 CONT killed or died of natural causes. 2 CONT Her Mother, Mrs. Darnell Crabtree, only lived a few of years after he left. 2 CONT She died of a broken heart. That left Ella Crabtree alone to care for herself 2 CONT at eight years of age. Ella had to go live with farmers around the vicinity 2 CONT of Stockton, Missouri, to work on their farms and in their homes for a meager 2 CONT salary. Being an eight year old, she didn't get much schooling, but a lot of 2 CONT hard work. She survived many years, and was given hand-me-down clothing 2 CONT from the families she worked with, and this was all she could get. When she 2 CONT was sixteen years old, she decided she should have some salary, so they 2 CONT gave her 50 cents a week. For this she worked seven days a week, 365 days 2 CONT a year, from daylight to after dark, on farms and helping around the house 2 CONT and doing other chores. 2 CONT The site of Stockton, Missouri was 40 acres of land given by the Crabtrees 2 CONT for the town site of Stockton, which now stands. Records are in the abstract 2 CONT and title company books in Stockton, if you care to look this information up, 2 CONT I did. Joe Hendricks, an old timer there, who is a few years older than I, 2 CONT knew all about it. He knew all the records and what transpired. 2 CONT I would like to tell you a little more about my Mother's side of the family, 2 CONT but most of them left Stockton and vicinity where they were living on farms 2 CONT and moved down into Oklahoma. They moved to Elk City and survived there. One 2 CONT time we were in that part of the country and I made it a point to stop by and 2 CONT see how they were. I found their names, Crabtree, in the telephone directory 2 CONT and checked with them; we went out one evening after dinner and spent a few 2 CONT hours with the family. They were still living there, a very nice group of 2 CONT people, fine people, but that is about all I know about my Mother's side of 2 CONT the family. 2 CONT My Grandmother, before she married Capt. James Simmons was a Butner. There 2 CONT were quite a few Butners living around the countryside of Stockton, 2 CONT Missouri. She was a remarkable woman, a very pretty woman, very nice, I knew 2 CONT her quite well when I was a youngster around the Stockton area. 2 CONT My Mother and Father had five daughters and one son. Oma Belle was a 2 CONT triplet, the other two triplet daughters died shortly after childbirth. The 2 CONT other three children were daughters Ethel and Ella, I was the only son. 2 CONT Oma Belle married Tom Campbell at an early age. They lived on an adjoining 2 CONT farm, that my Father had. They had one son, Frank Campbell. Tom was not a 2 CONT very good provider, and Oma had to bring her son, Frank, and live with my 2 CONT Mother and Father. After several years she married Perle Oldham. They had 2 CONT two sons and two daughters. They were Emerson, Elton, Ruby and Jewell. 2 CONT Ruby died when she was in her late twenties, she came out to California and 2 CONT married a fellow, Ben Hoeffer, who lived in Richmond, California. I believe 2 CONT her appendix ruptured and that was the cause of her death. They had two 2 CONT sons, Jimmy and Eddie. 2 CONT My sister, Ethel, married Lon Butler at an early age, they had one child, 2 CONT which died at childbirth, and that ended the children. They were divorced 2 CONT in 1923. Ethel never married again. 2 CONT My sister, Ella, married Jerome Locke. He passed away in 1971. Ella passed 2 CONT away in September 1983. They had three children, the first one was a 2 CONT daughter, but she was never healthy and died after about three years. Then 2 CONT there were Wilson and James Locke. James passed away in 1981.
