He was sent originally to colonize 1 CONT PEI and was given land at Cove Head. Sir James Montgomery, Baron 1 CONT of the Court of Exchequer of Scotland, became an absentee owner 1 CONT of several of the choicest lots [Townships] on PEI when it was 1 CONT divided up by the Crown in 1767. In 1769, he appointed David 1 CONT Higgins under a Power of Attorney and made him Naval Officer of 1 CONT the Island, to manage his Lots for him and to procure necessary 1 CONT supplies and provisions for the new settlements, under a letter 1 CONT of credit, from Job Prince, a Boston merchant [Elizabeth Prince's 1 CONT father]. Higgins obtained the supplies from Boston and 1 CONT Philadelphia, but sold them to the new settlers at PEI. He 1 CONT erected a grist mill and saw mill, houses, and fishing settlement 1 CONT in Three Rivers. He managed to send twenty-two ship loads of 1 CONT Island timber to Great Britain in the early 1770's, but because 1 CONT of depressed prices they barely cleared the expenses of 1 CONT preparation and shipment. His failure to make proper accountings 1 CONT or to submit the collected rent payments to Montgomery, caused 1 CONT him to be recalled to Scotland by Montgomery in 1774. 1 CONT 1 CONT Up to this time, Higgins' acquisition of goods in New 1 CONT England on the strength of Montgomery's letter of credit helped 1 CONT save many of the newcomers to the Island from starvation. The 1 CONT problem, however, was that Higgins dealt with his customers 1 CONT almost exclusively in terms of credit. By 1774, Montgomery 1 CONT stopped payment on Higgins' bills of exchange and called him home 1 CONT for the accounting. On his way, Higgins stopped at Boston, only 1 CONT to discover an angry father-in-law, Job Prince, who had 1 CONT reluctantly provided goods only because of Montgomery's letter of 1 CONT credit. Higgins calmed the old man by deeding over to him his 1 CONT interests in Lot 59 and sole ownership of the buildings on it 1 CONT (which actually belonged to Montgomery). 1 CONT 1 CONT In Scotland, Higgins convinced Montgomery that the Island 1 CONT would not develop and Montgomery would lose his investments if he 1 CONT did not continue to provide fresh capital. They reached a 1 CONT partial settlement whereby, among other terms, Higgins would deed 1 CONT over to Montgomery his one-third interest of Lot 59 (previously 1 CONT conveyed to Job Prince) and in return, Montgomery would lease 1 CONT Panmure Island to Higgins. 1 CONT 1 CONT Higgins return to PEI in 1775, just as the American 1 CONT Revolution erupted. His ship, full of cargo, was captured by 1 CONT American Privateers and he had to ransom himself at great 1 CONT expense.
